In early August 2025, the serene shores of Awaza—Turkmenistan’s once‑aspirational tourist zone on the Caspian Sea—became the epicenter of global action as host of the Third UN Conference on Landlocked Developing Countries (LLDC3). Against a backdrop of geographic isolation and development hurdles, the conference delivered more than symbolism; it delivered a forward‑looking strategy—the Awaza Programme of Action (2024–2034) and the Awaza Political Declaration—aimed at breaking geographic constraints through partnerships, trade, infrastructure, and innovation. This thesis explores how LLDC3 reflected Turkmenistan’s evolving diplomacy, elevated landlocked nations’ voices, and charted a new, actionable course for a decade of transformative development.
