The development of a clustered production and value-chain model for herbal plants in Turkmenistan represents a high-potential pathway to diversify rural incomes, valorize endemic phytobiodiversity, and integrate the country into regional markets for medicinal and aromatic plants. This review synthesizes the botanical richness of Turkmenistan, assesses agronomic and post-harvest constraints, examines plausible governance and business models for cluster formation, and proposes pragmatic technical, institutional, and environmental measures to establish competitive herbal clusters. Emphasis is placed on site-adapted cultivation techniques, quality assurance (GAP/GMP), local processing for essential oils and extracts, and inclusive value-chain governance that links collectors, growers, processors, and exporters. The paper concludes with a prioritized roadmap of interventions and performance metrics to launch pilot clusters that balance economic returns with conservation.
