Аннотация

International law serves as a fundamental framework for regulating state conduct in an increasingly interconnected world. Its role in shaping state behavior emerges through a complex interaction of norms, treaties, institutional enforcement, and reputational consequences. Despite the anarchic character of the international system, states comply with international legal standards for reasons ranging from self-interest to normative and social incentives. This review examines the theoretical foundations and practical mechanisms through which international law molds state actions. Drawing on multidisciplinary scholarship and empirical case studies, the paper discusses the efficacy, limitations, challenges, and future prospects of international law as a driver of state practice. It aims to offer a comprehensive assessment by synthesizing key literature, analyzing perennial debates, and mapping evolving trends in global governance.
